It is reported that a total of 6, 885 Utilization Certificates to the tune of Rs. 9, 999.27 crore have been kept pending in respect of 39 government departments in the State.
Talking to reporters at Manipur Press Club on Thursday, Social researcher Serto Tondana Kom said that as per the audit report of State Finance and Comptroller and Auditor General of India released during the 12th Manipur Legislative Assembly session held on March 25, the outstanding number of Utilization Certificates is 6,885 amounting to Rs. 9,99.27 crore with 39 government departments.
The concerned authorities have failed to submit 569 outstanding UCs with the Rural Department & Panchayati Raj (RD&PR) amounting to Rs. 3, 936.30 crore. Such pending of Utilization Certificates (UCs) with different government departments hinders development besides causing administrative irregularities in the State.
Serto concludes that the pending amount for some Departments are Rs. 78.81 crore for the Forest Department, Rs. 98.64 crore for the Horticulture & Soil Conservation, Rs. 283.31 crore for the Education (U), Rs. 301.00 crore for the MAHUD, Rs. 355.95 crore for the Planning Department, Rs. 528.85 crore for the Medical & Health Services, Rs. 689. 63 crore for the Education (S), Rs. 696.41 crore for the Power and Rs. 2,686.22 crore for the Development of Tribal & Other Backward Classes.
