Imphal/May 31, 2023(SPN) | The People’s Alliance for Peace and Progress, Manipur (PAPPM) filed a writ petition highlighting narco-terrorism and illegal migrants, mostly Kuki militants which pose a threat to National security in Manipur.
PAPPM has taken this significant step in addressing the ongoing ethnic violence in Manipur by filing a writ petition in the Supreme Court.
The petition, represented by a team of experienced advocates, seeks to shed light on the grave issues of narco-terrorism and external aggression posing a threat to national security in the state.
PAPPM emphasizes the urgent need to address these concerns, which have resulted in a humanitarian crisis and widespread displacement of the people of Manipur.
It highlights the uncontrolled influx of illegal migrants from Myanmar into Manipur, who are often integrated into Kuki militant groups and provided combat training in their camps.
PAPPM alleges that these groups exploit the migrants as a labor force for activities such as poppy cultivation, arms trafficking, and drug trade.
Expanding Narco-Related Activities: The Kuki militants, taking advantage of the shifting drug activities from the Golden Triangle to the Indo-Myanmar border, have reportedly strengthened their control over Manipur and neighboring Mizoram.
The illicit drugs passing through Manipur find their way to various parts of India, resulting in drug dependency among vulnerable Indian youths.
PAPPM emphasizes that the motive behind narco-terrorism is to realize the long-standing aspiration of establishing a separate homeland, known by different names such as Zoram, Zalengam, Greater Mizoram, or Kukiland.
PAPPM accuses Kuki intellectuals, activists, and politicians of engaging in a systematic project to seize land from other communities in Manipur, including Liangmei, Koireng, Meitei, Tangkhul, and smaller hill communities.
The organization claims that Kuki militant groups, armed with sophisticated weapons, have orchestrated the recent violence in Manipur.
PAPPM urges an unbiased examination of the genesis and process of the ongoing crisis in Manipur.
The organization contends that the crisis is a fallout of terrorism orchestrated by Kuki militant groups, funded by narco money, and facilitated by Kuki policymakers and high-ranking officials.
The involvement of Kuki militants under the Suspension of Operation (SoO) agreement further complicates the situation.
PAPPM highlights the opportunistic actions of ten MLAs representing Kuki Dominated Areas, who, instead of pacifying the situation, are exploiting the present crisis to advocate for a separate administrative unit exclusively for Kuki Dominated Areas.
The organization asserts that the crisis in Manipur cannot be viewed solely as a communal issue but is part of a chain of events connected to the emerging narco-terrorism in the Northeast region.
PAPPM warns that if narco-terrorism in the Northeastern borderlands of India is not addressed promptly, it will pose a significant threat to national security.
The organization stresses the need for acknowledgment and containment of this issue by the Indian State to prevent further implications.
The respondents in the petition include the Union of India, State of Manipur, Narcotics Control Bureau, National Investigation Agency, National Human Rights Commission, National Highways Authority of India, and the Ministry of Environment Forest and Climate Change.
