OpenAI, the developer behind the renowned ChatGPT, recently announced a significant policy shift, signaling a departure from its previous stance on military weapons of its technology. The company, known for its advancements in artificial intelligence, unveiled this change during an interview at the World Economic Forum in Davos.
Previously, OpenAI had maintained a strict prohibition on the military use of its technology, explicitly restricting its application in “military and warfare” scenarios. However, on January 10, 2024, the company made a noteworthy adjustment by removing these specific terms from its service agreement.
This shift allows for certain military weapons, marking a departure from OpenAI’s initial blanket prohibition. Despite this policy revision, OpenAI remains committed to upholding a ban on the use of its technology to develop military weapons or cause harm or property damage.
The “Universal Policies” section within OpenAI’s Usage Policies document emphasizes, “Don’t use our service to harm yourself or others,” explicitly including the development or use of military weapons. The revised policy aligns OpenAI more closely with the requirements of governmental departments, exemplified by its collaboration with the United States Defense Department on cybersecurity initiatives.
Notably, OpenAI is exploring the potential of its technology in addressing critical issues, such as the prevention of veteran suicide. While this shift marks a significant change in OpenAI’s stance on military partnerships, it’s crucial to note that the use of its technology, including by the military, for harmful purposes or unauthorized activities is still strictly prohibited.
OpenAI is actively involved in Department of Defense projects, contributing to cybersecurity capabilities and participating in DARPA’s AI Cyber Challenge to enhance software vulnerability detection and defend against cyberattacks. This policy change reflects OpenAI’s recognition of the evolving landscape of AI applications and its willingness to engage in projects aligned with its mission.
The company’s Vice President of Global Affairs, Anna Makanju, emphasized that the previous blanket prohibition on military weapons did not necessarily align with the positive use cases desired by OpenAI. Historically, employees at major tech companies, such as Microsoft and Google, have expressed concerns about their work being utilized in military applications.
