In all, 1528 extrajudicial killing cases were filed in Supreme Court by EEVFAM in which the alleged perpetrators are police personnel and the trials are underway. yet, in cases involving personnel of the armed forces of the Union, the Union Home Ministry have denied prosecution sanctions under section 6 of the Armed Forces Special Powers Act (AFSPA) in each and every case.

This has prompted the Chief Judicial Magistrate, Imphal West to refer the matter to the High Court of Manipur vide order dated 22 February 2021 Registered a reference case No.1 of 2021 in the High Court.

Babloo said that the Supreme Court has directed to dispose of the pending issue of sanction for prosecution as early as possible which is very important. He said that the Apex Court also observed that it is possible that material which can enable the court to pass appropriate directions for carrying out investigation may have come on record subsequent to the passing of the first judgement.
