Tribal Affairs & Hill Minister Letpao Haokip has stressed on the need for effective implementation of the Inner Line Permit System (ILPS) to protect the indigenous people of Manipur.
Inaugurating an Anganwadi Centre Model Building at T Yangnom village, Tengnoupal district ON Monday, Minister Letpao Haokip said that ILPS is not for a particular community, but for the safeguard and protection of all the indigenous people of Manipur.
He observed that unless the ILPS is implemented effectively in the State, the unchecked influx of illegal migrants and foreigners will pose a grave threat to the future survival of the indigenous people. Foreigners should not be allowed to live in the State and they should not be allowed to cast vote. Non-native people should not be allowed to contest elections, he maintained.
The Minister said that Anganwadi which means ‘Courtyard shelter’ is a rural child care centre initiated by the Central Government in 1975 as part of the Integrated Child Development Services program to combat child hunger and malnutrition. Anganwadi centre is the first place to lay the foundation for proper psychological, physical and social development of a child, he added.
While appealing to the PDS agents to stop pilfering NFSA rice, Letpao warned that stern action will be taken against the rice agents if found pilfering and black marketing the rice meant for the poor and needy.
He said that unscrupulous agents would be replaced immediately if found pilfering rice. He informed that a red colour GI Sheet with TA & Hills Hallmark will be introduced shortly and that hallmark and serial number will be printed on the GI sheets.
Distribution and allotment of GI Sheet under TA & Hill to MLAs will be recorded with the respective serial numbers. Action will be taken on the concerned Assembly Constituency MLAs if the GI Sheet is found selling in shops or black market. He cautioned that there will be no further allotment of GI sheet to the concerned MLA under TA&Hill.
Former Member of ADC Chandel and current in-charge of the Moreh Town Committee Cecilia Chinneivah Haokip, former Chairman of ADC Chandel Lhukhosei Zou, former Member of ADC Chandel JN Baite and leaders of KCA and CSOs also attended the inauguration program.
Acknowledging the sincerity and good work of T Yangnom village chief, Letpao Haokip presented a cash reward of Rs.30,000 to Ls Seikhojang Baite for constructing the best Anganwadi Centre Building.
