Supplementary chargesheet filed against Mark Thangmang Haokip

A supplementary chargesheet has been filed against Mark Thangmang Haokip, the president of the separatist group named Government of the People’s Democratic Republic of Kukiland, for allegedly conspiring to wage war against the Government of India. The chargesheet was submitted by Rattana Ngasepam, Additional SP (Investigative Unit), Crime against Women, Imphal West.

Main chargesheet filed against Mark Thangmang Haokip

Mark Thangmang Haokip, aged 37, was charged on November 24, 2022. The main chargesheet filed against him states that he was actively present on social media and his posts revealed his anti-Government stance. He was also accused of abetting and instigating common people to fight against the Government, which is tantamount to hatching conspiracy or attempting to commit or advocate acts of terrorism.

He allegedly raised funds from different individuals for use in carrying out various terrorist activities. His outfit (GPDRK) allegedly worked towards destabilizing the country, posing a threat to the security of the State.

Allegations against Mark Thangmang Haokip

Mark Thangmang Haokip allegedly mobilized people to obstruct a tree plantation program at Thangjing Hills, which could have caused tension between communities in the State. He also instigated people to obstruct officials of the Forest Department and Art & Culture Department who went to a reserved forest area in Koubru range for a survey, in defiance of the Manipur Government order.

The chargesheet also mentions that the group led by the accused was running a website under the domain name www.kukigovt.com to propagate their ideas and hatch conspiracy against the Government.

The investigation allegedly established that the accused was also found guilty of forging documents for use in applying for an Indian passport.

Arrests made in connection with the case

A close associate of Mark Thangmang Haokip, Demmoonmung Vaiphei alias Mang, was arrested on November 6, 2022, in Silen village, Bongphajol Loktak Project.

Mark Thangmang Haokip was arrested by Manipur Police from Kishangarh, New Delhi, on May 24, 2022, before being brought to Imphal on May 27, 2022.
