Free Movement Regime with Myanmar Suspended

Imphal/September 24, 2023 (SPN) | Chief Minister N Biren has announced the suspension of the Free Movement Regime (FMR) with Myanmar. The FMR allowed individuals on either side of the international boundary to travel up to 16 kilometers into each other’s countries without requiring a visa.

However, this Free Movement Regime (FMR) agreement had been misused by non-indigenous individuals, leading to various complications. To address this, the state government has suspended the Free Movement Regime with Myanmar at the state level and has called upon the central government to follow suit.

Ban on Internet Services Lifted

In a precautionary move, the state government temporarily imposed a ban on internet services in Manipur. However, Chief Minister N Biren announced that the internet ban would be lifted, and services would be restored starting from the upcoming Saturday.

Key Priorities and Initiatives

The Chief Minister outlined several critical priorities for the state government:

1. Identification of Illegal Immigrants: The government has constituted a cabinet sub-committee, led by Minister Letpao Haokip, to identify and prevent the influx of illegal immigrants. This initiative is aimed at safeguarding the interests of indigenous people in Manipur.
2. Extension of Biometric Recording: To facilitate the National Register of Citizens (NRC) process, the government has requested an extension of the biometric recording period by one year. This extension is considered a top priority.
3. Securing the Border: Given the importance of securing the border to prevent the entry of illegal immigrants, the government has entrusted the Border Road Organisation (BRO) with the task of constructing fences along vulnerable stretches of the international boundary.
4. Rehabilitation and Resettlement: The rehabilitation and resettlement of displaced families in their original locations is another critical focus area. Efforts have been made to resettle over 700 displaced families in Torbung and other areas.

Role of Security Forces

CM Biren acknowledged the pivotal role played by security forces in maintaining peace. Their strategic deployment has resulted in a reduction in gunfights and violent incidents over the past month. Plans are underway to replace Assam Rifles with the Border Security Force (BSF) in vulnerable areas.

Addressing the Issue of Drug Abuse

Expressing deep concern over the rising problem of drug abuse among youths below the age of 30, the Chief Minister cited a report by the Ministry of Social Justice and Empowerment, Government of India. He emphasized the need to intensify the ‘War on Drugs’ campaign in the state.

Maintaining Law and Order

In response to recent incidents involving armed individuals disguised in police uniforms, Chief Minister N Biren assured the public that the government is taking necessary actions to maintain law and order. He called for trust and cooperation from the public, underlining the government’s commitment to prevent any attempts to disintegrate Manipur.

Unity for a Peaceful Manipur

Chief Minister N Biren also appealed to all indigenous communities, including the indigenous Kuki brothers and sisters, to stand united and work together to restore peace and ensure the resettlement of displaced families.
