Commerce and Industry Minister Nemcha Kipgen on Wednesday launched a web portal – eodbmanipur.mn.gov.in for Ease of Doing Business (EoDB) at the office of the Minister at the New Secretariat. It means doing things easily – that is simplifying and rationalizing regulatory processes (registration and inspection processes), and introducing information technology as an enabler to make governance more efficient and effective in a transparent manner.
Soon after the launch, the Minister browsed and got hands-on website experience.
Nemcha Kipgen while launching the portal stated that in this fast competitive digital era, this web portal for ease of doing business launched today will serve as a virtual platform to provide Online issues of Factory Permit, Online issues of Factory License, Online issue Mining Lease, and Online issues of Mining Permit at the click of a button in the convenience of where they are located. Keeping in view of the COVID-19 pandemic, such a portal will enable entrepreneurs and businessmen to opt for an online version for any of their requirements, the Minister added.
She informed that various reforms have been taking place by the State Government under the leadership of Chief Minister, N. Biren with an objective to improve State’s ranking for EoDB.
The Minister highlighted the reforms taken up by the government namely the Enactment of Manipur Public Services Delivery Guarantee Act, 2021, Enactment of Manipur Industrial Single Window Clearance Act, 2021, and Manipur Factories Rules, 2021. Enactment of Manipur Public Services Delivery Guarantee Act, 2021 under which time limits have been prescribed for 42 services for delivery to the citizens and investors, Enactment of Manipur Industrial Single Window Clearance Act, 2021 which envisages the establishment of a Single Window Agency and an online Single Window Clearance System and Manipur Factories Rules, 2021 has been notified and the validity of factory license extended to ten years from the existing one year; Provision for auto-renewal of Factory License exists under the Manipur Factories Rules, 2021, Minister asserted.
The Industry Minister further informed that the Department should also develop and launch the Online Single Window System very soon. This system shall be a One Stop point for Doing Business, a transparent and corruption-free eco-system for investors in the state.
The web portal is developed by Capital Software, a Manipur-based IT firm.
It may be noted that India’s place has taken a leap from 134 ranking in 2014 to 63 in 2019-20 on the World Bank Report of Doing Business of 190 countries.
The launching programme was also graced by Director, TCI, Y. Robita, Additional Secretary, TCI, Luckyson Kashung, Joint Secretary, TCI, K. Bono, officers, and officials of the Department.
